The People's Democratic Party was founded in 1998 following the government's announcement that democratic elections would be held the following year, ending 16 years of military rule. Since 1978 political parties in Nigeria have been required to represent national rather than regional or ethnic constituencies. For the 1999 elections, the PDP, the All People's Party, and the Alliance for Democracy met this legal requirement by having active offices in 24 out of 36 states. The PDP was founded by Alex Ekwueme, a former vice president of the country (1979–83), and Jerry Gana, elected vice president of Nigeria in 1999. The party had a broad membership drawn from traditional chiefs, academics, and businessmen and proved especially popular with the army, as some 100 retired senior officers joined, including Olusegun Obasanjo (
Obasanjo, Olusegun), a former military leader of Nigeria (1976–79). Under his guidance the PDP quickly became the country's dominant party, although the All People's Party and the Alliance for Democracy united in an unsuccessful attempt to overtake it. The party, which has a broad political base, supports economic deregulation, human rights, and greater funding for health care and education, among other goals.
In the 1999 elections the PDP won a majority of seats in the legislature and Obasanjo was elected president. In the 2003 elections the party maintained a legislative majority and Obasanjo was reelected president. In 2007 PDP candidate Umaru Yar'Adua was declared the winner of the presidential election, although international observers strongly condemned the election as being marred by voting irregularities and fraud.
