sheltered housing

sheltered housing
n [U]
(in Britain) houses or flats/apartments that are specially designed and built for old or disabled people so that they can live in the local community instead of in hospitals. Sheltered housing is usually arranged in small blocks, with a person in each block whose job is to help the people living there. The term is less often used in the US for this type of housing, though the state of Maryland has a large Accessory, Shared and Sheltered Housing Program (ACCESS):

The new sheltered housing project will be built close to the shops and main bus routes.
