(also wellie) n [sing + sing/pl v] (BrE humor disapprov)
a nickname for upper-class and upper-middle-class British people who go to outdoor events in the countryside. The name comes from the green wellington boots (= rubber boots) that such people often wear:

There was a showjumping competition in the village and the green welly brigade were out in force.
