town, seat (1881) of Island county, northwestern Washington, U.S., on Whidbey Island. One of the oldest towns in the state and originally called the Port of Sea Captains for the retired mariners who settled there, it was renamed for one of them, Captain Thomas Coupe, who staked a claim on the island in 1852. The town is now a resort community. Pop. (1990) 1,377; (2000) 1,723.
