Ratu Sir Kamisese Kapaiwai Tuimacilai Mara 
      Fijian politician (b. May 6, 1920, Lomaloma, Vanua Balavu Island, Lau Archipelago, Fiji—d. April 18, 2004, Suva, Fiji), was the founding father of modern Fiji as the nation's first prime minister, from 1970 to 1992 (except for a few months in 1987); he later served as vice president (1992–93) and president (1994–2000). Mara, who was born into a noble family, studied medicine at the University of Otago in Dunedin, N.Z., and modern history at Wadham College, Oxford. After graduation he returned to Fiji and entered politics, succeeding his father as paramount chief of the Lau Archipelago and rising to join (1959) the executive council. As Fiji sought independence from Great Britain in the 1960s, Mara founded (1964) the multiracial Alliance Party and consolidated his power. He led Fiji to independence in 1970. By 1971 he had marshalled together a South Pacific Forum (later the Pacific Islands Forum) and had become recognized as the region's leading statesman. At home he expanded both tourism and the sugar industry. A coup in 2000 led to his retirement.
