      British diplomat (b. Oct. 16, 1917, Glasgow, Scot.—d. May 27, 2000, Ayrshire, Scot.), as the 25th governor of Hong Kong (1971–82), presided over the transformation of the British colony from a small, regional trading post into one of Asia's biggest economic powerhouses. A career diplomat and Chinese-language scholar, MacLehose fought corruption in Hong Kong; improved local social welfare services, housing, and public transportation; and cultivated better relations with China, but he believed that introducing democracy in the colony would be counterproductive in light of the impending 1997 handover to Beijing. He was knighted in 1971 and made a life peer in 1982.
