American politician and lawyer (b. March 23, 1938, Dallas, Texas—d. June 23, 2003, Arlington, Va.), was the first African American to head a major Southern city. He was elected mayor of Atlanta in 1973, and during his three terms (1974–82, 1990–94), he oversaw Atlanta's emergence as a vital metropolis and gave voice to the city's African American majority. His notable achievements included the implementation of numerous affirmative-action policies, especially a pioneering program that reserved a portion of government contracts for minority businesses, and the expansion of Hartsfield Atlanta International Airport (one of the busiest in the U.S.). He also helped bring the 1996 Olympics to Atlanta.
